metallic gold paper bag
fabric with Christmas shapes
Iron on adhesive (or fusible web)
beads, buttons, ribbon, lace, etc. for added trimming

Follow the instructions on the fusible web for preparing your applique pieces. Once you have your appliques cut out and ready to iron on, place them on the bag. The fusible web's paper backing should have been removed by this point. When you are happy with the placement, lay a pillowcase or similar fabric over the paper bag and appliques, being careful not to displace the appliques. Iron over the pillowcase or fabric, following instructions on the fusible fleece as to iron temperature and time. The appliques will fuse onto the paper bag.
I use this method, rather than glueing on the fabric pieces, because I think it works best. It gives a stiffness to the fabric pieces.
Use glue to attach buttons, ribbon etc. to your appliqued bag.
